Stronger Together: ADRA Canada Supports CFGB-Led Efforts to Strengthen Climate-Adaptive Food Systems in the Philippines

New multi-year initiative will support 15,000 people in disaster-prone farming communities

— ADRA Canada is taking part in a major initiative to help farming communities in the Philippines build stronger, more climate-resilient food systems. Led by Global Affairs Canada and the Canadian Foodgrains Bank (CFGB) and implemented in collaboration with ADRA Philippines, E-Care, and Convoy of Hope, the program will assist 15,000 men, women, and children across Northern Luzon and Eastern Visayas.

“Communities in the Philippines face some of the highest disaster risks in the world,” said Steve Matthews, CEO of ADRA Canada. Northern Luzon and Eastern Visayas are among the most hazard-prone in the country, facing recurring typhoons, floods, landslides, and droughts that threaten food production and the livelihoods of local communities. Recent cyclones and a 6.9-magnitude earthquake in 2025 have further underscored the need to strengthen local resilience. “We thank the Canadian Government and CFGB for supporting this program to help farmers strengthen their livelihoods and food security while building the systems for climate adaptation,” added Matthews.

The program will focus on:

Climate-adaptive agriculture,

including improved water management, diversified crops, and disaster-resilient production systems.

Women’s leadership in agriculture and community disaster-risk management,

ensuring women play active roles in planning and decision-making.

Stronger coordination with local governments,

supporting community preparedness plans.

Market access and livelihoods,

supporting farmers’ associations and savings groups to improve income opportunities and sustainable agri-food value chains.

Through CFGB’s consortium model, ADRA Canada is collaborating with Canadian partners and Philippine-based organizations that possess deep expertise in community-driven agriculture, disaster risk reduction, climate adaptation, and gender equality. The initiative also aligns with the Philippine Development Plan (2023–2028), ensuring the work is sustainable, inclusive, and locally led. Implementation details will be finalized in partnership with local governments and community organizations during the planning phase of the program implementation.
